Supervisors are often remiss in giving timely responses to their students
In my experience, research supervisors often have difficulty giving their supervisees timely input on what the supervisee sees as a joint publication. When I was conducting departmental discussions of responsible research practices, I recall one faculty member proposed a similar scenario, Timely Publication, which you can find at http://www.onlineethics.org/cms/16230.aspx . That supervisor's purpose was to raise the consciousness of his colleagues about the difficulty that the situation created for graduate students and post docs.
