Letters of Recommendation

In general, I do not know why asking anyone for a letter of reference could be considered unethical.  If you know of a reason why it might be, you obviously should not ask that person.  You should not knowingly put someone in a position where they might be reluctant to refuse but it would be unethical to provide a reference.

You will have to rely on the ethical standards of the person you are asking so that they do not behave unethically in providing a reference when there is an ehtical reason not to.
