Is this a Conflict of Interest?

I have been assigned to work on a development that my father has filed an appeal on the zone change for.  He has the adjoining property and is building a new home.  This is a high density development and will have an impact on his quality of life.  Do I have a conflict that I need to tell my boss about?  I havn't told my father, should I?
