An engineer with too much power?-Conflict of Interest?

X is a municipal engineer and also a member of a regional planning board. He is also a part-time consulting engineer. In his capacity as a consulting engineer, X prepared the plans for a subdivision development. Then, as a municipal engineer , he recommended approval of his plans to the Regional Planning Board. As a member of th regional planning board, he late voted to approve these plans.

Are X's activities, as described above in conflict with the code of ethics?
